Laramie Regional Airport is in the process of applying for a new passenger facility charge (PFC).  Below is the PFC notification letter sent to the airlines that operate in and out of Laramie.

Subject:  Notice to Air Carriers of Consultation Meeting for Passenger Facility Charge (PFC) Application

 

To Whom It May Concern:

 

This letter serves as the notice to air carriers that the Laramie Regional Airport (LAR) Board intends to submit an “Impose and Use” PFC application to the FAA.

 

The proposed projects are:

 

Construct Electrical Equipment Building

Rehabilitate Access Taxiway

Construct Access Taxiway

Extend Runway 3 (design only)

Extend Runway 3 (phase 1)

Extend Runway 3 (phase 2)

Install Runway 3/21 Distance-to-Go Signs

Install Runway 3 PAPI

Rehabilitate Runway Lighting System

Rehabilitate Taxiway Lighting System

Install Runway 12 PAPI

Update Airport Layout Plan

Rehabilitate Taxiways A,B,D,E,F,G, and H

Construct Taxiway F2

Construct Taxiway G (phase 1)

Construct Taxiway G (phase 2)

Construct Taxiway G (phase 3)

Acquire ARFF Vehicle

Rehabilitate Apron

PFC Administration

 

All of these projects are past or current AIP funded projects at the Laramie Regional Airport except for a small PFC administration cost.  The PFC application will cover the local sponsor share of costs on these projects.  The total estimated project cost is $8,228,443.  The sponsor share of these projects and the amount of the proposed PFC application is $259,168. 

 

The proposed PFC charge level is $4.50.  The proposed charge effective date is December 1, 2006.  The estimated expiration date is June 1, 2013.  The estimated PFC revenue is $259,168.

 

The Laramie Regional Airport Board is requesting to exempt all air taxi/commercial operators filing FAA Form 1800-31 from collection of the PFC.  The known carriers in this class are France Flying Service and Big Horn Airways.   The estimated number of passenger enplaned by this class is less than 100.  The Laramie Regional Airport Board desires to exempt this class of carriers because the administrative costs for the carrier and the airport are considered excessive for the small amount of revenue generated.

 

A consultation meeting is scheduled for 2:00 p.m. on Tuesday, August 22, 2006 in the Laramie Regional Airport Fire Station Conference Room.
